My current thoughts for now is this and I've been wondering this for quite sometime .I've been on quite a few social sites as they are called and seen where the repeat offenders are allowed to return to a social site time after to re stir the pot and make it unenjoyable for other members. I've never understood it.
I can't believe or will never ever accept that there isn't a program that can't be created to keep someone from returning to a site once they've been kicked off.

If a member on any site has been permanently banned it's the IP that's actually banned...If a banned member uses a different device which would have a different IP then that's how they get back in.I can't believe or will never ever accept that there isn't a program that can't be created to keep someone from returning to a site once they've been kicked off.
I presume using a phone makes it easier to get back in as I don't think phones have an IP but I'm not sure on that.
