I was riding along with a friend & we stopped at a MickeyD's.
Friend had a 2 for 1 coupon for a chicken sandwich...two for $4.00.
They were literally four bites...and not really big bites, at that!

There's also timing.

Historically, the U.S. has been less inclined to international ventures during a political (Presidential election) year - 2016.
And, historically, the old USSR seemed to take advantage of that.
That alone would give Putin something over a year to establish Russia as a major force in combating "terrorism".
