And again I say...necessarily so! If we allow people to CHOOSE to live in an area, in numbers beyond the natural carrying capacity of the area, they will...MUST...have their individual CHOICES regulated to conform to physical reality.
Much as we (especially Americans) have elevated "Freedom Of Choice" to near cult like status...our choices ARE ultimately limited by laws of nature, if not those of man.
