First that is not true love what you describing. I dont see anything wrong to say "i love you, but". I might "like/love" someone, but not in a way to leads to a romantic relationship.
so if someone is telling you "love yuo", and don't want to be together, he/she is telling you "i love you - you are a nice person"... but there needs to be more of "you" to really "love you.".. ..and it it is very obvious they don't want to have a romantic relationship with you..

I have hired college graduates with very basic knowledge about culture in general. yes, they were bright - it only shows that the problem is not "people" but the system.
the problem is that "education" became a business - a profitable business; just look at the student loans debt, private schools (universities included), and all the "books" business behind that (some teachers included).
so, who is going change a "good business" if you can "provide a make believe" society?
