It's never a clear cut thing. Diplomacy used to gently push off an unwanted suitor tends to mimic shy behavior. A "hello" note may get you a response, no matter what... but a "would you consider a get to know you coffee" note may get you a more accurate response. The only way to definitely know, is to clear the air with point blank questions.
