Sorry about your disappointment.

Who knows why?

Maybe he had a change of heart or was playing the field. It is not uncommon for people to feel that the grass is greener on the other side of the fence.
Cs can give someone the feeling of a kid in a candy store. So much choice! But if he is superficial, you didn't loose much.

I know that this note is not much of a consolation for the way you feel, but keep looking and soon or later you'll find someone.

They are things that most people don't take into consideration.
For the sake of argument, you call the police and she get arrested. On the assumption that she was well dressed and she had the funds to pay a good attorney and the case goes to court 3 months later.
You get grilled on the stand by an attorney who will ask you for some pertinent questions to which you can't answer with certainty.
She get acquitted, turn around and sues you.

Is this a plausible scenario or am I mistaken?

Yes, it is stealing. She paid for it and she stole the profit from the shop.

If she is well dressed, she's not that hungry to go steal sweets. I believe that for her it is an impulse, let say a challenge pitting her cunning against the store.
There are many people who don't need to steal, but they cannot resist the challenge and the frill. Most of the time, they are trinkets or items of small importance. Sometime, they have status in the community they live in. If I recall, maybe a year ago, it was a movie star who done the same thing. I am not talking about the organized thieves that plunder the most expensive items from stores.
You call the police, most likely she will have to pay the store, go on front of a judge and pay a small fine.

I wouldn't get involved, soon or later she will get caught. Let say that I don't know her financial situation and I wouldn't want to be the one responsible for giving her some grief for this small amount.

It is a common practice for governments all other the world to put back inmates, sicks and mentally disabled patients in the streets.
Most people are so busy with their lives that they ignore the obvious.

It's about 3 months that I tread these parts. Read some blogs and forums, so I have an idea of who's who on CS. I am Retired.

You are right, but in this kind of situation the clerk had too many things in his mind to give him an application. One of them is to stay alive, but he had a talent for reading the robber's state of mind.

As for the robber, I don't know his situation, but he is probably a coward.
I say this, not to judge his situation, but he is a coward for not taking the job, abandoning his family to their fate if he get arrested.
He has the right as an individual to choose his destiny, but not the right to take someone else with him.

There is a good Japanese movie called "Harakiri" from 1962. The story of a ronin and his son in law who sell his sword to save his wife and child and meet his end because of it. A human story taking place in the beginning of the 17th century.

Yes, in this case it worked out alright. The robber was in a special situation that pushed him to the extreme. The good thing, he had a conscience. But who knows what is going to happen the next time if he is emboldened to continue this type of behavior. Many people get killed when the robbery escalate when the clerk fight back.
For the robbers, the fear of going to jail make them take desperate actions. If it is to feed his family, one robbery wont feed them every day and soon or later he will have to re-offend and face a judge.
To prevent injuries to others or himself, better look for him to get him the appropriate help. If it is the first time, he may get compassion and leniency from the judge.
It is not his character or situation that will be judged, but his behavior. Left alone, all desperate people (and there are many), will put everyone in harm's way.

It is not easier in France. Also, depends if you are a resident. Since you have a house, you could make an affidavit that you would be responsible for her stay and departure and attach a copy to your letter.
The more they feel secure about your situation, the better it is.
Might be easier to get into Spain? Basically, they ask the same papers and guaranties in both countries.

About the priest, I thought it might be an angle. Sometime, they help immigrants.

This is from the French about Schengen Visa.

"However, you cannot submit your visa application to the consular authority of any Schengen state - you must submit it to the consular authority of your main destination (the state where you intend to stay longest):
- if France is your main destination : you must apply to the French consular authority ;
- if another Schengen state is your main destination : you must apply to the consular authority of that country.
If your stay in various Schengen states is of equal length, you must apply to the consular authority of the country through which you enter the Schengen Area."
