Why not try to connect with the child on his level for a bit ...interact with him,doing the things he likes...once he gets comfortable with that you can talk to him in a way that he understands and ask him how he feels about certain situations...I.e. why is he so anxious if your sister and his parents are not around....encourage the child in anyway safely to speak up for himself...he will have to learn this anyways...why not try now...but in a way a child will understand...

As much as she would probably step some boundaries...but sometimes a caring adult, not biologically related to a child is better than a blind and careless parent.
