Your uncle's property sale problem has very little to do with new owner property taxes. He enjoys Proposition 13 tax relief because he owned his place for many years. It's a great tax relief for elderly folks who can't afford continually raising property taxes like other states. Even Nevada which was once one of the lowest property tax states for years - has mimicked Calif and raised their property taxes substantially to pay for better public services and infrastructure improvements. Your uncle's property sale problem is like everyone elses right now ......people are jobless and new loans are almost impossible, properties don't appraise etc etc
