I think he might be Australian. They are masters of understatement like that.
If an Australian bloke says that you look 'not too bad' it means he thinks you look nice and he doesn't even realise that it sounds terrible to other nationals. He might even say that you look 'not too foul'!
Of course, I could be wrong and he may not be an Aussie. In which case he should stay in the trash....
