When Arnold S. was Governor of California, one day he perceived a personal insult being aired by a legislator.A while later, one day, a legislative bill sponsored by the same legislator that had insulted him arrived on his desk. For the reasons stated in the memo below he declined to sign it into law and also sent the offending legislator the note below.
