What's permitted and what's actually possible (getting a permit) are two different things, esp. in the north-east. I think Philadelphia also has a separate set of rules from the rest of the state.

Most people, have no idea what that sentence means.
They're going to think it means anyone can strap any handgun they posses to their hip and go about their day as usual.
In reality...open carry without a permit is limited to handguns you own personally that are registered specifically to you. That means you cleared the background check to have the gun.
Entering a vehicle...conceals the weapon. Carrying concealed requires a permit. You do not want to get charged with illegally concealing a handgun.
I know this, and I don' even own a handgun.
I imagine there's a fair few more restrictions I'm not aware of.
I live in an open carry state. I've seen maybe three people carrying handguns here without a uniform on, in the last decade. I probably haven't seen it a dozen times in my whole life.

well IMO they would have to be very checked out, actually have open carry but with a license here in OK...but I have not seen one person carrying a gun, seriously..
