Why? The forum is bad enough, a chat room would just deplete those that use the forum now, may as well close CS completely.
Post some threads and get chatting on the forum, that way people get a far better idea of the true personality, rather than the "hidden behind a screen" chat. IMO of course.

I really don't know the difference(having never been in one).
There is open forum or blog. If two people want privacy there
is private mail. Surely that would suffice.

I fail to understand the point of a chatroom, tiny sentences all mixed up, never knowing who is talking to who, and most of the conversations are unbelievably boring.

The Chatroom was brilliant when it was open.
Much more fun than either forums or blogs as you had realtime conversation.

Some people used to fight on Chat as well. But the advantage was, only the conversation scrolled off the page, it was gone.
That means that it can't be dragged up from the archives time and time again.
