I am trying to train the garden birds to eat it.Starlings seem the best option to date.

Racoon food? Have you eve seen a racoon eat?On a 5000+ mile canoe trip, I rescued one after a storm in Florida, as it was getting washed out to sea...
It took up half of my canoe, out of the middle, for two days; while I was trying to get it to an island animal sanctuary.
It slept for 24 hours, paced for 24 hours, ate 2 bags of apples and oranges, left half of them on top of the canoe, and jumped overboard near a bunch of houses, 10 miles from the sanctuary...
Racoon food can't possibly be as cheap as dog food.

After growing up reading, Riki Tiki Tavi from the time I was 4 (it was in the first adult Reader's Digest book I owned), I came to Hawaii when I was 20; to get a pet mongoose, and live in a little grass shack. I didn't even want a dog.
I got the shack; but, you're not allowed to keep a mongoose, without being subjected to Federal prison, and a $10,000 fine.
Dogs are one of the few pets we're allowed to keep in the islands.
