China said in February it would release water from its upstream Mekong River dams to save downstream countries Thailand, Laos, Myanmar, Cambodia, and Vietnam, but experts said the 850 cubic meters per second it promised would never be enough to even reach the Mekong Delta.
The Mekong River flows 4,880 km through six countries, 2,130 km in China. Of the 19 hydropower projects China plans along the river, it has built 11 so far.

Nope I don't hate china at all. In fact it was my holiday of a lifetime a few years back. I got a shock and boy how wonderful it was. I did NOT praise my country to the high heavens .... I did NOT say my country was perfect.... And we are talking specifically of the Chinese govt.... The issue of Duterte belongs to ANOTHER forum by itself .... And like ANY country in this planet ... Filipinos deserve the govt they elect .. for better or for worse .... until the next election where the electorate can right their wrongs if they have learned their lesson .... To ask the question you asked... one might as well say... and WHAT will the Russians do to stem Putin's stronghold ... what will the Iranians do about their Ayatollah ... the Syrians about Bashar Hafez al-Assad ... etc...
It is easy to comment with tunnel vision mentality and knowledge ... easy to be an armchair commentator if no personal experience in their own country of dictators... and the suppression it can bring ...
