Reincarnation, or more accurately, re-birth is dealt with when speaking about karma, but karma works aside from any belief about future birth. My Buddhist teacher for many years, Lama Jampa Thaye explains here the meaning of karma in simple basic terms.

Emotionally, yes. I think the suspicious are the treacherous and the honest are the trustworthy. You are what you see in the people you meet.
In the grand scheme of things not really. You're at the mercy of the elements, the mercy of the fates, for better or worse. Very limited is the control any one person has regarding the big bad world. People who deserve to die do not, and people who deserve to live do not. In the grand scheme of things it's beyond our control.
In many religions it is believed that you need to come back here over and over again to clear all your karma.
This is meant to instil Fear into people.
Karma does NOT exist!
It seems that you also are caught up in the Western interpretation of karma. Karma (in the Buddhist sense of the word,) is cause and effect, which clearly does exist, it's a law of science. It has nothing to do with religion, fear or man-made concepts. I guess you could say, karma doesn't exist when you speak about the common Western understanding of the word, but that is a misconceoption of a word that has entered the Western psyche fairly recently. Maybe have a look at the video by Lama Jampa Thaye I posted earlier in the thread, he explains karma in simple terms.
