A democracy requires accountability, and accountability requires transparency. As Justice Louis Brandeis wrote, "sunlight is said to be the best of disinfectants." In our democracy, the Freedom of Information Act (FOIA), which encourages accountability through transparency, is the most prominent expression of a profound national commitment to ensuring an open Government. At the heart of that commitment is the idea that accountability is in the interest of the Government and the citizenry alike.
The Freedom of Information Act should be administered with a clear presumption: In the face of doubt, openness prevails. The Government should not keep information confidential merely because public officials might be embarrassed by disclosure, because errors and failures might be revealed, or because of speculative or abstract fears. Nondisclosure should never be based on an effort to protect the personal interests of Government officials at the expense of those they are supposed to serve. In responding to requests under the FOIA, executive branch agencies (agencies) should act promptly and in a spirit of cooperation, recognizing that such agencies are servants of the public.
All agencies should adopt a presumption in favor of disclosure, in order to renew their commitment to the principles embodied in FOIA, and to usher in a new era of open Government. The presumption of disclosure should be applied to all decisions involving FOIA.
The presumption of disclosure also means that agencies should take affirmative steps to make information public. They should not wait for specific requests from the public. All agencies should use modern technology to inform citizens about what is known and done by their Government. Disclosure should be timely.
I direct the Attorney General to issue new guidelines governing the FOIA to the heads of executive departments and agencies, reaffirming the commitment to accountability and transparency, and to publish such guidelines in the Federal Register. In doing so, the Attorney General should review FOIA reports produced by the agencies under Executive Order 13392 of December 14, 2005. I also direct the Director of the Office of Management and Budget to update guidance to the agencies to increase and improve information dissemination to the public, including through the use of new technologies, and to publish such guidance in the Federal Register.
This memorandum does not create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
The Director of the Office of Management and Budget is hereby authorized and directed to publish this memorandum in the Federal Register.

Not hardly, I haven't worked in about three weeks before that I was sub-contracting building homes and remodeling them as well, I was the sub... I made between 20 -30K a year... I will get a little bit of a break with Obama's programs, but it isn't going to help the COUNTRY AT ALL....but the little bit of a break I will get won't do me any good when the price of everything I buy doubles, an extra 300-500 dollar back on my taxes isn't helping in comparison, to the cost of living that will be sky-rocketing....

Yup Tater, right back into the recession proof, shadow economy, of a government social services bureaucracy, and the private businesses, activist groups, supplied of our tax dollars. You would think that, back in the '60's, '70's, when Americans rallied together insuring opportunity was provided for all, legislation passed would have acted to decrease those numbers. But here we are today with greater need, has if the only opportunity is for those working the system. The bureaucracy, private business, and activist, insured to pay for representation to keep them prospering. A recession proof economy actually causing recession of the economy which supplies them. The blind Left, aborting future supply, while the still working supply ages, and the work force dwindles. An aging workforce, who too, also becomes dependent on their shadow economy.

Being in rebuilding and remodeling business..... I got news for you! Your abilities are hardly needed very very soon! There is a huge amount of work need to make millions of american homes becoming more energy friendly and beside there will be a huge marked for solarpanles and windmills for millions of homes and businesses all over the country as well! If you need a little side courses to learn some thing regarding those fields go for it man! You are going to make a lot of good money in that and the new administration means business! well thanks, but all those classes cost money, I tried to get a grant but was flat out denied and they said beings that I already had a trade(certified welder) that they couldn't help me.. By I'm not going to weld anywhere around here cause they only pay between 8-10 hr.. around here for welders.... that is also what they pay for fast food people.. It is all politics here... about every job I've ever gotten was because I knew somebody, can't get one on your own here...doesn't matter about qualifications... they are meaningless here...

Being a certified welder is a greatly needed field as well I am certain because that has some thing with the environment as well and when you are used to work with tools then you can learn working with other tools faster than many others.
If there is a need for money for learning new stuff then take that risk and learn new stuff because I know when you are a certified wlder then it is easy for you to take loans to reeducate your self and taking some courses which will not take more than a mounth or two to complete ....and you can pay the cost once a mouth as well begining with 29.95 a mounth, and you can have new certificates you need to get and this is not some thing I just say but thats the way it is over there Tater!
If accepting the new America and begin to search for how a guy like me can be able to have a better life soon as possible then half of the job is already done! The new administration wants to build rods, investing in new schools, hospitals, bridges, energy usage improvments and a lot like that which was treuly sturved in the last eight years... you can make it very well and I have no dount about you treuely can! I know it has been difficult to beleive for many ameircans listening to the debates but many others beleived and then the new president enetered the White House and he have already made several new laws Almost no body beleived he would! Beleve is a great thing Tater...... YES WE CAN!!!!!!! Just imagine how powerful these three words combined is! It has moved a whole planet man! "YES YOU CAN"!!!!!!!!!!
