Well the last minute save may be Syria's offer to surrender their chemical weapons. I am not at all sure how anyone will/could verify (given Syria's past deceptions of lying about their existence) even if collection began that ALL of them were surrendered vs. buried for future use. Still several nations are looking at that as a possible way out.
