Did you peep ... of course it is 'based upon firepower' they've spent virtually ALL of their healthcare, social insurance and infrastructure monies on the military for decades !Trouble is, a lot of the money they spent has been siphoned off to private (corporate exec) pockets and there's a huge %age of the equipment that is always out of service, needing repair or (in the case of aircraft) do not currently have engines fitted ...
