i think that was a verey good idea to put it to a poll,i personaly belive we all should Allow freedom to chat with friends even off topic, just as we have the freedom to vote now and express our opinon that way.
I think that threads are best when they stray slightly, but mainly stay on topic. There are threads that can be created to just say whatever, rather than a good topic being lost.
I don't think one "allows" anything though...threads develop a life of their own sometimes, and the creator can't always keep it going on topic. Other times they stay on topic by nature, with just a little bit of straying...and those are the best.
Sometimes it is a fun thing to stray off topic depending on what the subject is and how much fun one can have with it. Serious topics or those requesting information on experiences, etc. should at least get back to the topic if it strays off course a bit.

How many times does it need to be said? stray a bit is fine. but.. people don't know how to stray just a bit and come back to topic. but we do have some people that completely take over a thread (hijack) and couldn't care less what the topic is.. this ruins the thread. Then they all become chit chat threads, how can a topic be discussed in this manner?
Does it really matter what the topic of the Thread is? I don't think so. The CS crowd will do as they wish with it. Some will take it serious. Some will use it as a chat room. Some will tell you, you are stupid. Hey enjoy the ride because most think the Forums Threads are just a method to introduce yourself to the women or men which ever is the case.

But if it's just the usual fun and games, it's great to watch a thread get hijacked and see all the crazy wit and humor that comes out of it.
