The semantic of that go deeper than we could address in the here and now - my own opinion is that the Marshall Plan, as well as other treaties. were for the benefit of the the States, just the same way as their whole entry into WW2 were - they say there was money to be made - its no different now and if you believe otherwise then its you who is being fooled.....
