Myself, I see Israel using military force against a military arm of a government in their attacks on Hamas and Al Qassam Brigade operatives but don't see any movements to use force against civilians in order to effect political change.

If i recall, the stated objective was a military one - to stop rockets from being fired. That is not a political goal hence, the definitions does not apply on that reason alone.
