As I said, you can't prove a negative. However, if the IDF probes rumors of it's troops useing human shields then one can extrapolate that there is no order saying that it is official policy to use them no?

Show me the Israeli soldiers who were convicted, of the crimes we witnessed, on the BBC.

I don't work for the Israelis legal department so I have no record of the sentencing rates of the individuals brought up on charges. I just know that they do prosecute and, it is against the law in Israel hence, it is not state policy.

It seems to me that one of the greatest worry for the world and especially for the United States is the disproportionate military power it has bestowed on Israel. The second great worry for those that espouse freedom is the way that the Zionist Lobby has burrowed deep into the American financing of elections and Political system. American foreign policy does not always make sense from an American prespective but does if the strategic interests of zionism is studied.

"According to the principle of distinction, civilians are protected and should not take part in the hostilities. The military cannot use civilians to protect military installations. Article 28 in the Fourth Geneva Convention states: “the presence of a protected person may not be used to render certain areas immune from military operations”. This means that civilians cannot, with their presence, protect military installations, for example from military attack. The use of civilians to protect the military is an illegal method of warfare misusing their vulnerability and protected status by forcing them to take part in the hostilities. They can not be used as human shields (Article 28 IV Geneva Convention)

A limited number of other cases, such as the attack on UNRWA Head Quarters, the use of a human shield, and the attack on the Al-Maqadma mosque, have resulted in wholly inadequate disciplinary proceedings. Israel has not analysed the majority of other reported incidents, and has closed a number of other investigations. In all cases discussed in Israel’s report there is significant evidence indicating the commission of international crimes.
