I live on Cebu island but not in Cebu city, I live in a small town far south of Cebu, I haven’t really noticed any difference since Marcos took over but the local police are getting busier hunting down drug sellers, Drug use is getting worse since Duterte, His methods were harsh but the drug scene almost disappeared now it’s returning sadly.
Worse is that Marcos has opened up various areas for American military. Duterte closed most of these sites down, he built a close relationship with the UK that has now gone, although the British SAS are still on certain islands searching for Islamic factions with local military.
Some things are more expensive such as electricity and imported goods, but on average it is a lot cheaper here than in the UK.
