Some people are born without either of them, and do not possess the ability to feel them due to a different brain structure than that which neurotypicals possess. Psychopaths, for the most part, feel zero empathy or remorse. (I say for the most part because I am not one, and so cannot speak definitively for them. Some other personality disorders also cause lessened ability to empathise or feel remorse, but I won't name them for the simple reason that I don't know enough about them to know if I'd be right or wrong.
