Some people are born without either of them, and do not possess the ability to feel them due to a different brain structure than that which neurotypicals possess. Some other personality disorders also cause lessened ability to empathise or feel remorse, but I won't name them for the simple reason that I don't know enough about them to know if I'd be right or wrong.
