They will only use surveillance to help the people in power and the large corporations keeping them there. They don't give two hoots about young people, old people or any people. But I surprised with the history of the US and how most value their civil liberties that the people seem quite subdued about their government spying on them. It seems they have fallen for the usual excuses used by oppressive regimes down the years.
Oppressive regimes always tell the people they are being oppressed for their own good. It has happened for generations in many different countries. Only the really stupid people buy into that though.

I don't think the measurement is what machines your bank have. I think it is more about the lifestyle of the majority of people and the services provided for those who are very poor.
