the police are correct, why, cos poland is not fully integrated in the EU yet and therefore the 12 month ruling doesnt apply to him. Poland has applied, and signed the Schengen agreement which allows unrestricted travel across borders but it doesnt apply to driving regulations. He should have had a International licence and he would have been ok.
Correction 12 months if it was issued in any of the EU Countries. 12 months elsewhere if covered by an International licence. No international the licence is NOT VALID until the holder has taken the UK test etc and then a uk one is issued on the basis of the non EU licence and the old one is withdrawn. Due to a legal EU loophole (now closed ) i have 3 licences.
