I don't think political enemies will be detained for very long.
It's too costly and volatile.
I suspect they will try to find a more cost-effective and durable final solution to the problem of dissidents.

There may be a genetic predisposition, but not necessarily.

One of the basic elements of delusional behavior is the loss of rational capacity due to having accepted as "truth" something that isn't truth at all. And it can lead to total psychosis including murderous tendencies.

An example would be soldiers who go through intense mind-warping brainwashing in basic training in order to disassociate them from their rational minds and instill passive acceptance of a killer mindset. It's a sort of induced psychosis.

Thereafter they will kill anybody they are told to kill. No remorse, no moral struggle. Their natural aversion to murder and aggression has been drilled out of them.

As long as they cling to the delusion they can feel good about what they are doing. Even see themselves as heroes. But if they ever start to think rationally they will be flooded with horrible guilt for the violence they have done. So it sort of locks them into the delusion.
They dare not even think about it too much.

I'm sure that many psychotic murderers are in a similar situation.
They were normal to start with, but once they had acquired a big load of guilt they automatically close their ears to the accusing voice of their own conscience and shut out any sort of empathy. The more guilt they accumulate, the more intense the psychological imperative to not let that load of guilt reach the conscious mind.

Boy it's a good thing they got all those FEMA camps up and running just in time for the Ebola epidemic. That'll give all the people somewhere to go for quarantine and vaccinations when they evacuate and incinerate infested neighborhoods.

And it'll give the government a chance to screen everybody individually to make sure that each person gets appropriate treatment according to their particular circumstances.

If we reject the existence o a planner then there can be no plan. We can't have any progress because we don't even know which direction represents progress.

Without any sort of superior intelligence, the future can only be determined by the random push and pull of competing influences, and there can be no right or wrong direction. All rules are just somebody's opinion, and the strong will always have the right to change the rules according to their whim whenever they like.

Of course the "evil" really like that idea. They count on it. It's their ticket to success.

What they don't like is the idea that a superior intelligence watches over events and directs them toward a predetermined course in which good wins out over evil.

It's not really a "science vs faith" debate.
Darwinian evolution is a religion.
It hinges upon totally unscientific beliefs such as spontaneous generation of life from un-life, order out of chaos, improvement of the gene pool through destructive force, etc.

Science consistently points to some sort of intelligent guiding force behind natural events. Not random chaos.

The very fact that all living organisms contain genetic code proves that there was, from the beginning, an intelligence behind the design.
Codes cannot exist without intelligence to do the encoding and decoding.

Since the real role of the educational system is to dumb down the population, the best means toward that end would be to teach chaotic evolution, but at the same time continually to publicly butt heads with the religious establishment.

That way both science and faith lose credibility and people turn to superstition or lose interest in the subject altogether.

What they must do at all costs is to prevent science and faith from coming together in the realization that there is exists a supernatural intelligence behind nature that guides things along. True science would be science that acknowledges such existence and seeks to harmonize with that intelligence instead of trying to defeat it.

Ruth Ginsburg has dual American-Israeli citizenship. Israel is an apartheid state in which citizenship and human rights are alloted according to ethnic background. I certainly don't think Ginsburg has any right to speak for the American people.
