Still - It's a report from prior to the current news clutter & it provides evidence that The Don has taken & passed a cognitive test and Ol' Joe had Not taken such a test.
We only have Trump's word that he passed and as Trump lies about everything the logical conclusion is he failed miserably, we also know the Dr who confirmed the test results is in Trump's pocket and will write whatever trump tells him to write.
I repeat, the cognitive test results are far more important for a sitting President than anyone else. And like the tax returns, by not allowing public access, it can only mean something is being hidden.

It's possible Both were accurate at the respective times of publication.
