In Southern California it belongs to the the Los Angeles Metropolitan Water District! See the movie with Jack Nicholson in it called "Chinatown"! That's the gist of how Los Angeles and Southern California "stole" Northern California water! Northern California has still not forgiven Southern California for that outright theft. Or so they claim!

In Colorado, all water is owned by the State of Colorado, even rainwater draining out of your downspout! Totally ridiculous!
