If you are asking if any possible means of achieving an end is justifiable as long as it is successful, then no, as a principle, the end obviously does not justify the means. If you are talking about a specific situation, then it depends on the end and the means by which it was achieved. Self evident, really.

E.g. does he use sniffer dogs who are trained to kill the guilty ones?
Does he put drugs in their bags so he can accuse them afterwards?
No darling he used correct procedure but he didn't tie the hands of his officers . they could use and pay informants and generally outwit the smugglers, with under cover people.

It all sounds good...by the sound of it but... What about if some have psychopath tendencies ? When given carte Blanche they might overuse their power?

I've never heard of any of his team blowing any ones head off, but maybe some of the drug dealers deserve it

Yes, if the end goal is well-meaning, any mean to achieve that end is acceptable on condition that both ends and means are honourable and virtuous.
