I asked him about this and he said the end justifies the means, he has caught many criminals in this area, and gives his team plenty of leeway, do you think he is right.

If you are asking if any possible means of achieving an end is justifiable as long as it is successful, then no, as a principle, the end obviously does not justify the means. If you are talking about a specific situation, then it depends on the end and the means by which it was achieved. Self evident, really.

I was about to ask what methods he used?
E.g. does he use sniffer dogs who are trained to kill the guilty ones?
Does he put drugs in their bags so he can accuse them afterwards?

Yes, if the end goal is well-meaning, any mean to achieve that end is acceptableon condition that both ends and means are honourable and virtuous.
