With the idea, that the government could track the weapons to high level cartel leadership to make arrest and take downs.

Tehran.....just hosted the First International Conference on the Global Fight against Terrorism. Now with Iran being considered the biggest host of Islamic terrorism in the world....one would think that most would see this as pure polics and avoid teh conference.

Like All these parties that have resisted terrorism for so many years (if ever). I am surprised the the Taliban were not invited.
