I had a friend who cleaned rooms on the north coast of Calif and she was always happy when someone left cash, grass, or other stuff. I helped her (for free) to help her day go more quickly and it was a good lesson on the carp housekeepers have to deal with. They have it worse than wait staff in restaurants at times.

It depends on the country you are in, and the custom about tipping. Here in my country, it is definitely not the norm to tip.
In the USA, it is the norm to tip.

Rules schmules. I tip them if they do something extra or helpful. On one recent visit, a housekeeper provided multiple extra pouches of decaf coffee for the coffeemaker. She also requested we "hide" them, so her boss wouldn't see that we had them. That housekeeper got a $10 tip that had naught to do with daily service. Her boss got nothing.
