pat8lanips: I'd go further, 25 is probably more the do-whatever-you-want age than 16. Early 20's is still a child in that way.
Some countries the leagal age is 18.. Some 21.. Here its 16.. 18 you can start drinking..
But I agree with you, I think someone is "emotionally able to deal with life" around the age of 25
