This is banker talk. But to make the story short. Banks have most of their capitol in bricks and mortar....eg. real estate mortages. When Franks says.....'redefine what capitol is'....he is really saying....real estate mortages. 'Certain bank assets'...in that context....points his Boston DEM buddies to only one conclusion....that Bank mortages are going to be devalued. Devalued so much....that one will have a banking crisis.
What did we have? Bingo...exactly what Franks predicted we would have a liquitity crisis in the banking industry. No one is that good at predicting short term business trends much less a major crisis that we have not had in 16 years.....unless they have insider knowledge.
