Sadly this does effect START in a negative way, Liegh. With Nkorean having more nuc and maybe China supporting them to get these nuc....it put into guestion of were....for our national security....were the level of our nuclear level should be.
START was between Russia and the US. But was negotiated prior to this knowledge on the hidden North Korea nuclear processing site was known.
If China has similar site....it can mean that China is well beyond it self impose limit of several 100 nucs.
It is a reason why START ratification needs to be suspended till next congress.....while we get a chance to look further into both China and NKorean nuclear developments.
