It is the states choice what to do. - We have proportionality via the EC already. CA and NY are heavily weighted giving the left quite a running start in winning the EC. - If they want to change the constitution they should go for it. - It only takes 38 states to ratify and assuming the NY, CA and DC go along they only need 35 to disenfranchise their voters. Should be a slam dunk!
