Does that mean that person will quit smoking for good or will always smoke again someday, anyday?
2. Is exaggerating lying (telling false information)?

About the exxagggurated lies... hmm hard to say from this far away if it's a non threat.
He may know you tend to read too much into things (worry too much).
What it might have been was he told a white lie, and you blew it out of proportion
and he than started to back-paddle like a maniac, making it look dramatic when its not.

Exaggerating can be both lying and not depending on the context. One can exaggerate to get a point across. One can also exaggerate to convey false information and that would be lying. For example, if I tell you that I flew out the window as soon as I heard the tune of the icecream van, I would be exaggerating but not lying. If I were to tell you that I have a 2-foot thingy, well, I might be exaggerating and lying.
Exaggerating is not lying because by implication it is expanding on a fact to make the fact seem more significant. "I caught the biggest fish in the lake" well, you caught a bigger fish than the standard size ... "I am the best lover you will ever have" translates into "I would like to be your lover, and I'm hoping you won't expect too much", haha.
It can be fun and it can be deliberately misleading, which would take it very close to the line between truth and lie. Sorry, that doesn't really help, does it? As a general rule I would say anyone I didn't know, who wanted something from me, would be exaggerating. We all do to some extent. It makes life more colourful and makes us feel, and seem, more interesting.
It doesn't rule out the possibility that it could become Permanent.
Given the Context, it's quite Possible that it's Hoped the break Will be permanent -
But there's a Possibility of Relapse.
