That's simple, the USA has declined the legality of the tribunal in The Hague. I believe it was one of the Bushes that said that no USA soldier would ever be send to the Hague for warcrimes. The USA have so much power that they think they can dictate the world and they don't care about others.
Iraq's interference during the start of the war on terrorism is what put them back on the radar. Their facilities were actually set for short term use change overs.
I don't blame Bush for going back. It was preventative as well as preemptive.

The same thing here with the government stealing from the retired in the past, and now the funds have insufficent money, or so they claim...

Actually, this is simply incorrect.
You will find that WWII began on 3rd September, 1939, when Britain and France declared war on Germany. Not, repeat NOT, the other way around.
They did so in order to honour an ill-considered guarantee they had given regarding Poland's independence some time earlier. After 50 million people had died, supposedly for Poland's independence, they then handed over Poland to the Soviet Union for the next 50 years.
Yup, that went well.
The fact that so many people (including you) seem to think Germany attacked Britain first, is indicative of the validity of my initial point. The victors create the history.

In fairness, Nixon was the one who pulled the USA out of Vietnam.
In retrospect, Johnson should never have got the USA involved in the first place, in the war between North & South Vietnam, nor should he have bullied and cajoled other Western nations into also getting involved.
That said, the Vietnam War remains a glaring example of communist aggression against a non-communist neighbour, and one of the biggest tragedies of the second half of the twentieth century.
