That's simple, the USA has declined the legality of the tribunal in The Hague.

Actually, this is simply incorrect.You will find that WWII began on 3rd September, 1939, when Britain and France declared war on Germany. Not, repeat NOT, the other way around.
They did so in order to honour an ill-considered guarantee they had given regarding Poland's independence some time earlier. After 50 million people had died, supposedly for Poland's independence, they then handed over Poland to the Soviet Union for the next 50 years.

In retrospect, Johnson should never have got the USA involved in the first place, in the war between North & South Vietnam, nor should he have bullied and cajoled other Western nations into also getting involved.
That said, the Vietnam War remains a glaring example of communist aggression against a non-communist neighbour, and one of the biggest tragedies of the second half of the twentieth century.
