The law does not exclude any citizen or organization to lay charges against a foreign national. Its up to the Public Prosecutor Office to decide if the accused, maintains immunity or not.-
Conrad73: Nope, the Law is clear about it! But as usual, you didn't bother to read up on it,before putting Foot In Mouth!

Immunity from prosecution is a doctrine of international law that allows an accused to avoid prosecution for criminal offences. Immunities are of two types. The first is functional immunity, or immunity ratione materiae. This is an immunity granted to people who perform certain functions of state. The second is personal immunity, or immunity ratione personae. This is an immunity granted to certain officials because of the office they hold, rather than in relation to the act they have committed.
This type of immunity arises from customary international law and treaty law and confers immunities on those performing acts of state (usually a foreign official). Any person who in performing an act of state commits a criminal offence is immune from prosecution. This is so even after the person ceases to perform acts of state. Thus it is a type of immunity limited in the acts to which it attaches (acts of state) but will only end if the state itself ceases to exist. This type of immunity is based on respect for sovereign equality and state dignity.
The offices usually recognised as attracting this immunity are Head of State or Head of Government, senior cabinet members, Foreign Minister, and Minister for Defence: see the Arrest Warrant Case, Pinochet Case (R v Bow Street Magistrates; ex parte Pinochet Ugarte (No 3) 1 AC 147, House of Lords). Such officers are immune from prosecution for everything they do during their time in office. For example, an English court held that a warrant could not be issued for the arrest of Robert Mugabe on charges of international crimes on the basis that he was a presently serving Head of State at the time the proceedings were brought: Mugabe, reported at (2004) 53 ICLQ 789. Other examples are the attempts to prosecute Fidel Castro in Spain and Jiang Zemin in the USA.
menu2: I would have polity excused myelf to attend to the matter instead of just sitting there for almost fifteen minutes.
And would your attending to matters been?
When GWB got the attack message....the FAA and Air Force were already going into their protocols and placing the lock down on American Air Space. GWB got a message from the situation room to confirm the orders for the lock down.
Cheney safely in the bunker.....could also confirm the air space lock down order.
Not much more to do, yes?
No.... like Bill Clinton, you would have been thinking about launching cruise missiles into the Sudan as a response. Instead of doing a recon of the attacking party.
Two weeks later, GWB ordered CIA operatives were in Afghanistan. And the great bin Laden hunt began. But also a recon of the country to see what was needed to over throw Omar and Taliban.
Speaking of launching missiles. Pakistan just booted a American UAV operation out of a SW Pakistani Military Airbase. Seems like a CIA covert operation has been compromised because of the bin Laden raid.
In Seattle, WA last week.....three Muslims were caught in a weapon sting. They were buying m-16 and hand grenade for a attack on a Military Induction Center in Seattle. That according to Stratfor.
Gates says..Obama is planning to keep 68,000 in Afghanistan. But if 130,000 cannot achieve a military victory there. It is not likely that 68,000 can. Gates also says that Obama is doiing the right thing with the withdrawal. Says that political and public support for the Afghan deployment is waning.
So kind of looks like President Obama is the first President since LBJ to lose a foreign conflict.

If GWB had the guts, will say,am going to give this speach in Switzerland,as an ex President of the US,i have done nothing wrong,am INNOCENT of any Human Rights Violation. Did he had the guts,NO HE DID NOT,knew he was guilty.-

Since my latest thread over here is no longer aviable I have to try again. I am not sure what happened to the last one while I was a way... did some body hijacked my latest thread and destroyed it?
DEMS dood it!
If THAT is the case then a nasty thing to do in deed. Instead of doing such thing, try ur best and discuss the issues or stay out if not willing to participate in this one and facts or opposition against your points of views is not easy to handle for you. This is a free place and you can make your own threads instead of being angry on me and trying to destroy my possibilites expressing my points og view. Stay democratic instead of acting as mini crying baby dictators... will you please? Hijacking and starting silly fights over here is pretty childish and no propper what so ever ...But I could be wrong and some times threads disapeer due to server problems or such.
Let us begin another thread over here in this fabulous site and trying our best expressing our points of view.
President Obama made a great annonucement lately regarding begining of pulling out american troops as promissed and in his speech made sure that people know that, he beleives it is time to focus more on american issues and it is time to use more money on rebuilding the american economy and creating american jobs now when OBL finally is gone and the war in Afghaistan is begining to show better results for America and allies generally.
Involving some parts of afghan rebelions who are ready to stop violence and ready to begin cooporating with the afghan government and are ready to be one of the politcal parties over there instead of blowing up human beings is a good begining and no nody shall forget that the exact same have been happening in several countries and have worked for sure.
America or allies can never gain if staying in war for ever in Afghanistan or else where and wars and occupation keeps creating opposition and inoncent as well will be targeted by mistake and one time or another we got to leave and in the same time keeping an open eye toward that area and strike if necessary and now on days with all these fabulous tecnologies and military know how and so on... it is possible not to have troops on the ground and still making sure bad guys knowing we watch them and are not allowing them harming us all.
America and allies are definately waiting for their sons and daughters coming back home and starting over and being a part of rebuilding own countries and keep staying at war is no good for any body whom so ever.
Republicans began to talk a bout it is time for America pulling out from Afghanistan after the succesful mission against OBL, and now when the president have made this decision the same Republicans mouning and whinning a gainst the same! Pretty odd but no wonder what so ever since Republicans are there just to try their best making the american president Fail and THAT absolutely irresponsible behaviour of GOP is a stincky reality with no care what so ever a bout America or what benefits America unfortunatily.
chris27292729: If Menu2 is your Vice President, can i be your secretary of Defence??? A rival company to Halliburton is offering higher persentage for the 3 of us.-
Nope I already promised the job to an honest person. No liars in my office.

I just read an interesting article by Obama's counter terrorist head, John O' Bannon. Basically he said that the US was going to do more 'raids and surgical strikes' in counter terrorism and quit deploying massive armies.
In other words, the bin Laden raid so impressed them....they are going to try it again. Assuming that they can get over all the leaks and media that occurrs that can compromise the mission.
He said that a goal of terrorist was to financially break the country. That large military deployments cost to much. With out country debt.
I have to agree with most of what he said. But also feel there is a coming point in the Iran issue....were a large military deployment might be needed. But with the success of the bin Laden raid, is giving Washington a new means of combatting Islamic terrorism.
Raids have been around for along time. Jefferson deployment of 26 Marines and 3 ships to Tripoli in the early period of the countries history....was largely a raid. They are cheap in financial cost. Have a small man power risk. And are a offensive military operation that the country can continue for years into the future.
The US again changes its methods of combatting Islamic terrorism. So the conflict is not over with........by any stretch of the imagination.
katt1017: My understanding is that slowly human rights as we view them are getting better.
In the west we think of the scale of time differently. What seems like a long time to our culture is nothing to a culture as old as theirs.
I agree... a lot old fashioned stuff goes on over there and a soloution toward real freedom in China is rather impossible to imagine for now and in the next many many years unfortunatily. I do what I can do and trying my best buying american made or european made if I can afford and if not I just don,t buy and waiting until I can afford products from countries I know are doing much more propper regarding human rights... telling my friends and loved ones doing the exact same... stop the money flow and even china will behave

Dude, the Money is flowing the wrong way! From China to the US!
The UN just handed Lebanon the finding of the Hariri bombing investigation. It charged a number of Hezbolloh member as the parties to the attack.
Hariri's son, hailed the action. While the now Hezbolloh dominated government has yet to respond.
This put Lebanon in the cross hairs of the UN. If it does not act on the findings with arrests, it stands to be outcast at the UN. This is the problem were yesterday, the Lebanon parliment said it was new to dissolving the government because it had failed to act on the coming UN Findings.
Do we have a rogue state in Lebanon or one of the rule of law? We are about to find out.
This was the deadliest month in Iraq for American forces in 2 years. 15 have been killed todate. All coming from Shia Militia actions and attacks.
Three Shia groups are doing the operations. One, the Hezbolloh Brigade has close ties to Iran's Revolutionary Guard and Quds Force.
The goal is to limit the US expanse as its withdraws. One can have even a small force deployed very thin if there is little threat. With the attacks, the Shia groups force the US forces to remain concentrated.
Conditions on the ground maybe changing. If so, President Obama may be asked by DoD to change the withdrawal and its timeline and numbers.
Iran. President Ahmendinejad has had some rough days. None caused by the Obama Administration though. You have to remember that th Shia Mullah have religious courts in Iran....over the last several months....Ahmendinejad advisors have been arrested and held court cases.
With such charges as ....."deviant currents" being a Cleric court charge. There you go. A sure way to get attention in Iran.....have some deviant currents going on.
One might say all the leadership in Iran has some deviant currents going on. But that is another story.....
Ahmendindejad has two years left on his last term in office. Anaylist say that this is Supreme Leader Khatenie way of getting imput on who his sucessor is going to be. One.....Mashaie...was arrested after he complained about arrests.
Mashaei's daughter is married to Ahmendinejad's son. So as you can see it is a family thing.
But....this is not good news for the opposition party. With Ahmendinejad hand picking his successor, it leaves little room for the opposition party to get a fair election for a change over of the regime.
