In my mind, there are two occasions when I can kill someone and get away with it:
1. It is my job as an executioner in a country imposing the death penalty (BTW I note I'm against dp).
2. I'm a soldier and my country is at war.
So yes, in both occasions above, I would do my... duty!
However, there is another occasion I could take a person's life, even if there is no chance I can get away with it - and that is the case when I'm facing the option to kill someone in order to safe the life of a person that I love, e.g. in the extreme situation when a serial killer tries to kill my niece... without hesitation or regret...

No, only in self defense. If the person pisses you off that much you are probably not the only one. Far more effective to let them live and have the Karma coming to them be meted out as necessary. Ultimately they are responsible for their actions and justice WILL prevail. You just might not be there to see it.
