The vast majority of asylum seekers would much prefer to stay in, or return to, their own countries when/if it is safe to do so. That should be the aim, a safe return. However, countries which aid and abet the bombings and displacement of these people from their homes cannot then complain if they seek refuge in their countries.
Once in a safe country, they should be processed quickly, given language and cultural lessons and welcomed into the communities. Each town,village, borough should have a committee in place to help these people settle into the neighbourhood . Once they feel part of a community, they won't feel excluded. Exclusion helps neither community. It just causes mistrust and misunderstanding.
As for your main issue, I don't think there are a lot of people living in Japan on this site, Japanese or other. You could do a search for them using the Search function. Otherwise, there may be more localised dating sites which may suit you better. Best of luck
