The Senate Foreign Relations Committee voted 19-0 to approve the bill, which would give Congress at least 30 days to review the deal, assuming it is completed. Congress could then choose to put forth a resolution disapproving the deal, but Senate approval would require 60 votes. And if Obama vetoed the resolution, two-thirds of the Senate, or 67 votes, would be required to overturn it.
