Have you checked your trash bin ?
If you simply deleted the file, it will be there and you can restore it right from Windows.
If you emptied your trash bin, since you deleted it,
perhaps prayers to the computer gods will help.

Used "Stellar Phoenix Photo recover" before. It also allows other media files to be recovered. But for a more thorough solution I had to use years ago was "OnTrack Easy Recovery Professional"

@Dela Its 7 and multiple folders of an external.

Non, one of my HD died a while ago and I used a software to try to recuperate my files.
It's called HDD Regenerator.
They have a trial version:

Delatude: HDD Regenerator just repairs broken blocks on the HD. (it simply reallocated the damaged blocks to spare blocks on the HD surface). It doesn't recover lost files that were deleted.

If it's not spinning = game over. It should spin purely from the power connector. You should hear and feel the gyroscopic forces of it in your hand as it spools up.
