That sounds like the opposite of having a conscience. If you have a conscience about something you care about doing right by it because you believe it is right - not because you fear being punished or rewarded.

I am very much a Christian and will say I would rather believe in and worship Christ and find out at the end that he did not exist than not believe and find out he does. its your choice to believe or not.but I know from very personal experience that he does exist and is still in the business of miracles
