In response to: which country has the best climate..?
Weather wise, then most likely Kenya, East Africa, it has a temperature of between 20-28 degrees C all year round, being so close to the equator it doesn't really have a really hot summer or truly cold winter, they have a rainy season, but then that is not so long either, mostly it is dry and warm with a cool breeze, especially in Nairobi.

U need some distinction on the seasons. In SA u have it. We sometimes complain, but if we compare it to the rest of the world, we r only too happy to be where we r.
Not too sure about a country having the best climate but I've heard that Kunming, China has the best climate the whole year round
Here's an excerpt from ChinaTravelGuide.com
As the saying goes, 'the weather is always like that of early spring, and the flowers bloom all the year round'. Kunming weather is like spring most of the year, does not have bitter coldness in winter or extreme heat in summer.
The annual temperature averages around 15 C (59 F). Belonging to a low-latitude monsoon climate, Kunming is famed as ‘Spring City’, with green foliage all year. January is the coldest season at about 8 C (46 F), while July is the hottest month with an average temperature of 19 C (66 F). However, the temperature between day and night may vary 12-20 C (54 - 68 F) during the relatively cold days from November to the next February.
May to October is the rainy season here. At this period of time, the temperature may drop quickly along with the rain, so take a raincoat plus a light overcoat with you. Even in the hottest July, most parts are less than 21 C (70 F) for it is rainy or cloudy for most days.
Relatively, November to April is the dry season when around 20 days of a month are sunny.

Most definitely southern California. Nice, dry and sunny all year. Little variation. Great for the circulation.
It's not humid and nasty sticky like the Caribbean other other tropical/subtrop. regions. To quote Robin Williams in Good Morning Vietnam: "Hot and sticky is good when you're with a lady, but..."
