galrads: The Rio Grande river separates the USA and Mexico.

The Dam would provide free electric power to homes and industry in Mexico if they build and maintain it. That’s a nice incentive for Mexicans living in Mexico!

Border patrol could cover more area faster and they would have more fun riding around in speed boats than jeeps. They could ski or fish during slack times. Nice boat perks like that would guarantee less turnover too.
There is a wall there now and it hasn't kept illegal immigrants out.

They are coming in through tunnels.
