That seems a little bit harsh, maybe they are new and don't realize how it works and their friend request is just a way for them to initiate dialoge? They read your profile and thought "I would like to get to know this person" why not give it a chance? If they are a problem you can always block them.

I think it would be more polite to make contact first, by either a flower or message i like to be able to talk with a person a bit first.

that's right.... you may know the baker or the chemist, but he/she is no friend.
you have to get to know somebody a bit before you can call them "friends" until then they're aquaintances. that's my view anyway.

Personally, I'd prefer making contact through a mail, flower or the forums before sending or accepting a Friend Request.
Fellfrosch, in one of your posts you stated that the person in question has not even viewed your profile. It might not be the case, he/she might have the Who's Viewed Me feature turned off. This will also disable functionality of showing up on a person's Who's Viewed Me page.
