Not sure we can really appreciate the great feelings if we have no bad comparisons to measure it by.
But I think the saying means that we are better to have experienced love at all, know and claim that feeling for the wonderful thing it is, than never to have experienced it, even if that means we had to get hurt.

That's the thing isn't it...these emotions are what give life it's zest. Love would have no meaning if we didn't love to be in love. Were there never any pain, or if it didn't hurt, there would be nothing to drive us toward something better.
Look at it this way instead....the love is worth it.
Life is all about pain. Any Mother already knows this, because life begins in pain, it is endured in pain, and if you are conscious when you die, you will probably die in some sort of pain. But love....
