Indeed, where I live cannabis is openly smoked on the street even though it's illegal here. In fact it's quite common to drive behind a car in slow traffic where the fumes from the occupants weed are stronger than from the car's exhaust. So I guess passive intake is a real possibility in many different situations.
Given that alcohol is a legal drug and cannabis is a legal drug (in certain States,) are you saying alcohol is "garbage" also? Is cannabis only garbage in States where it's illegal? It has been proven beyond doubt, that alcohol is a far bigger killer than cannabis, in fact,has anyone ever been killed by cannabis?
Getting back to the use of cannabis and the workplace. Testing for alcohol, or anyone still under the influence of that drug, is quite straightforward. But for cannabis, as Jac has already pointed out, is a different matter altogether. Someone could be completely clear of any effects of cannabis, in no way impaired to do their job, but still test positive for cannabis. This is why many prison inmates in the uk have ended up on heroin after mandatory drug testing came in. Inmates were found to be positive many days after they had used cannabis, whereas shortly after using heroin, any tests for that drug would show negative, the same applies for alcohol. So, testing workers for cannabis and penalising them if the test is positive, is more like saying, if ever you smoke cannabis whether you are still under the influence or not, you will be penalised.
Thinking and consciousness are not synonymous. Thinking is only a small aspect of consciousness. Thought cannot exist without consciousness, but consciousness does not need thought.
If you were truly spiritually aware, you would not be so concerned about how your appearance is judged by others...nor would you judge others by their appearance. This is ego ruling the roost and running amok...and that is what drives most people.
I was at a Buddhist funeral last week. It was a happy affair, the deceased had been very ill with motor neurone disease. But because in her mind, and the minds of her family and friends, there was no doubt that she was leaving her body, which was no longer any use to her, to soon enter a new body and start afresh, all was joy and happiness.
It has to be possible. If we carry on in this dysfunctional manner, mankind will soon cease to exist on this planet. If we were to look at the history of humanity as if it were the clinical history of a single human being, the diagnosis could well be, chronic paranoid delusions, a pathological propensity to commit murder and acts of extreme violence against perceived enemies. Criminally insane with a few brief lucid moments. The only hope is a shift in consciousness away from the self serving madness that is threatening our very existence.
One day we may look at Redfield's Celestine Prophecy as being far more relevant than the bible...a true pointer to how things will be.

I have a friend who works as a French polisher, he gets quite high off that stuff...
