Bush Still retians the Title of President. As does Carter, Bush 1 and Clinton and so will Obama. With that office comes certain perks.
I highly doubt Obama wants to be the first President to send a former President to a international court. Might look bad on him and can you imagine how the Next president might want to treat him if he screws up bad enough and get's caught. Remember Karma eventually comes around.

I would venture to say that most ex military members involved with their local veterans organizations contribute more than the average person to the local community. Almost all that i am involved in have projects they do through out the year. Raising money for scholarships, Providing food for the less fortunate, Providing holiday meals to needy families, Homeless and so forth.
